Land Allocation for Dharavi Redevelopment Moves Forward
In a significant move towards the ambitious Dharavi Redevelopment Project, the state cabinet has approved the transfer of 140 acres of land in Malwani and Aksa, currently held by the suburban collector, for the project. This land will be used specifically for rental housing aimed at slum dwellers deemed ineligible for free housing under the project.
State Government Sets the Stage for Transformative Housing Solutions
The Dharavi Redevelopment Authority (DRA) will only be granted access to this land after completing the survey of slum dwellers in the Dharavi Notified Area. The total number of ineligible residents must be finalized before moving forward. Once the survey is complete, the special purpose vehicle (SPV) executing the project, Dharavi Redevelopment Project Private Ltd (DRPPL), will purchase the land at market value.
Addressing the Needs of Ineligible Slum-Dwellers
While many Dharavi residents are eligible for free housing under the project, an estimated three to four lakh residents are ineligible. These residents will be provided rental housing, with an option to convert it to ownership within 10 years. The newly approved land in Malwani and Aksa will support this initiative, though some portions may fall under the Coastal Regulation Zone, according to suburban collector Rajendra Kshirsagar.
Salt Pan Land: Limited Availability and Affordable Housing Plans
In addition to the Malwani and Aksa land, the government recently approved the transfer of 256 acres of salt pan land to the Dharavi Redevelopment Project. However, only 50% of this land is immediately available due to ongoing litigations. The government intends to utilize the salt pan land for affordable housing initiatives, including the Pradhan Mantri Awas Yojana (PMAY) and rental housing for ineligible residents.
Incentives for Private Land Purchase and Construction Flexibility
To ensure sufficient housing for ineligible residents, the DRPPL has been granted the ability to purchase private land within a 10 km radius of the Dharavi Notified Area, with an attractive 1.33 Floor Space Index (FSI) incentive. If land in this radius is not available, the project can extend rental housing construction to other parts of the Mumbai Metropolitan Region (MMR).
