Over 65 lakh rural landowners in 50,000 villages received property cards under the Svamitva scheme. Beneficiaries hailed from 12 states and union territories, including Chhattisgarh, Gujarat, Maharashtra, and Ladakh. The initiative aims to monetize land ownership for loans, business ventures, and education, addressing poverty in rural areas.
Economic Potential of Land Ownership
Prime Minister Narendra Modi highlighted how property cards can unlock land’s economic potential. Referring to past challenges, Modi pointed out that many rural properties were deemed "dead capital" due to the lack of legal documentation. Banks now recognize these property cards, enabling landowners to secure loans and foster local entrepreneurship.
Historical Land Ownership Challenges
Addressed Modi referenced a United Nations study revealing the global struggle for property rights and legal documentation. In India, lakhs of crores worth of rural property lacked legal papers, leading to disputes, illegal possession, and limited access to loans.

Transformation Under Svamitva
Since its launch five years ago, the Svamitva scheme has provided legal property documents to rural landowners. Many beneficiaries have used these cards to secure loans, start businesses, and fund education for their children.
Focus on Women Empowerment
A significant proportion of property cards are issued in the names of women, enhancing their financial security and social standing.
A Vision for Rural Development
Modi emphasized that the digitization of land records, now at 98%, is a game-changer for reducing disputes and corruption. Once implemented across all villages, the scheme is expected to unlock economic activities worth over ₹100 lakh crore.
A Technological Leap Towards Rural Empowerment
The Prime Minister credited technology and good governance for driving rural empowerment through land digitization. In a social media post, Modi reiterated the transformative potential of leveraging technology for rural development.
