Maharashtra Undertakes Digitization of Urban Land Records in a Landmark Initiative

The Maharashtra government is advancing urban development by spearheading a Rs. 5,000-crore land records digitization project, initially focusing on 10 cities, including Baramati, Pandharpur, and Bhusawal. These urban areas, which traditionally rely on property tax and sale deed documents, will benefit from a new system offering a clear record of rights.
This innovative platform will provide updated property details on a centralized portal, addressing long-standing gaps in urban land documentation.
Aerial Surveys to Pave the Way
Drone surveys for the initiative are set to commence by December-end, with groundwork expected to begin in February 2025. Maharashtra will initially receive Rs. 5 crore for the project. By implementing spatially enabled land records, the program aims to tackle critical issues such as overlapping ownership claims, inaccurate land valuations, and boundary disputes. Officials revealed plans to expand the program to 400 additional cities following the success of the pilot phase.
Comprehensive Pilot Program Across Maharashtra
Ten cities selected for the pilot - Baramati, Pandharpur, Murtijapur, Buldhana, Rahata, Bhusawal, Ambernath, Khalapur, Kannad, and Chandrapur - will undergo geospatial mapping under the National Geospatial Knowledge-Based Land Survey initiative. While 100 cities are already undergoing digitization nationwide, the central government aims to scale this effort to 4,900 cities over the next five years. This project is expected to provide clarity on property rights in semi-urban and peri-urban census towns.
Enhancing Transparency Through a Centralized Portal
The digitized land records will be uploaded to a dedicated City Survey Portal, accessible via the City Survey Inquiry System. Officials anticipate that this transparency will curb fraudulent property sales while enabling better governance. The initiative's integration with other urban data systems will eliminate the need for separate land-use surveys by civic bodies.
Benefits Beyond Land Records
The digitization initiative promises to aid disaster management through precise flood line identification, thanks to aerial surveys featuring GPS-enabled photography. Additionally, the data will support better urban planning by enhancing property tax assessments, optimizing transportation systems, and improving drainage and flood management. This initiative will also facilitate the preparation of comprehensive urban master plans, setting a benchmark for modern urban governance.
