Mumbai: Maharashtra is set to roll out a transformative housing policy aimed at expanding affordable housing, fostering private sector participation, and streamlining development, Deputy Chief Minister and Housing Minister Eknath Shinde announced. The policy will address critical challenges such as land availability, cost efficiency, and redevelopment hurdles, ensuring a structured and future-ready housing framework.

Scaling Up Housing Supply

As part of its commitment to inclusive housing, the state government will construct 100,000 homes through the Maharashtra Housing and Area Development Authority (MHADA) over the next two years. The large-scale initiative will cater specifically to the economically weaker sections (EWS) and middle-income groups (MIG), tackling Mumbai’s growing housing demand with a strategic and well-planned approach.

Cluster Redevelopment for Urban Revitalization

Recognizing Mumbai’s geographical limitations and redevelopment challenges, the policy will focus on cluster redevelopment, particularly in high-density areas such as Mumbai Metropolitan Region (MMR), Pune, and Thane. This model will replace ageing buildings with integrated, eco-friendly housing solutions instead of piecemeal replacements.

Shinde emphasized that this approach ensures urban renewal at scale, improving infrastructure while retaining affordability. The move will also modernize civic amenities, widen roads, and support transit-oriented development.

Growth Hubs & Employment Expansion

The central government has designated MMR as one of four states set to host new growth hubs, which will house a large influx of industries, IT companies, and service sector enterprises, boosting employment and economic activity. To cater to the surge in housing demand, MHADA has outlined a plan to develop 800,000 homes, including dedicated rental housing and hostels for working women, students, and senior citizens.

Shinde reinforced that Maharashtra’s new housing policy will be a cornerstone of long-term urban development, ensuring accessibility, sustainability, and economic integration within the housing ecosystem.
