Historic Compensation Recovery
The Maharashtra Real Estate Regulatory Authority (MahaRERA) has achieved a significant milestone by recovering over Rs 140 crore this year from developers who failed to deliver apartments on time, causing distress to homebuyers. This amount represents one of the highest recoveries by any real estate regulator in India.
To enforce these recoveries, MahaRERA has issued 1,123 warrants this year, targeting nearly Rs 764 crore in dues from developers, along with warnings of freezing bank accounts and attaching assets. So far, recoveries have been made from 110 out of 459 projects identified based on homebuyer complaints.

Ajoy Mehta, Chairman of MahaRERA, emphasized the organization's commitment to prioritizing the recovery for affected homebuyers. MahaRERA has been actively issuing warrants and coordinating with district collectors to ensure timely recovery. These actions underscore MahaRERA’s dedication to protecting homebuyer interests and maintaining industry integrity.
Empowering Homebuyers and Real Estate Accountability
MahaRERA's decisions this year have significantly empowered homebuyers and enhanced transparency in the real estate sector. By holding developers accountable, MahaRERA has created a model for other regulatory bodies. Initiatives include the establishment of a micro control room, standardized agreements for sale, allotment letters, and a unique identification number (DIN) system to provide detailed information on project proponents.
These measures aim to enhance developer accountability and transparency, reducing disputes and grievances under the Real Estate (Regulation & Development) Act, 2016.

Mehta highlighted MahaRERA's systematic approach as essential for both ongoing and future construction projects. The authority is dedicated to preventing disputes and ensuring the security of homebuyers by establishing and enforcing certified operating procedures that align with the evolving challenges of the real estate industry.
Framework for Quality Construction and Defect Responsibility
MahaRERA has outlined a comprehensive framework focusing on quality construction to ensure that developers' responsibility for defects is within a prescribed time frame. A detailed document has been released to guide actions preventing lapses in accountability. Following the submission deadline for this consultation paper, there will be thorough discussions with experts to formulate Standard Operating Procedures (SoPs) for direct implementation.
