Transforming Maharashtra's MSRTC Land - Unlocking 3360 Acres for Strategic Development

Maharashtra’s state government has initiated a large-scale development opportunity, inviting developers to transform 3,360 acres of land under the Maharashtra State Road Transport Corporation (MSRTC). State Transport Minister Pratap Sarnaik shared insights on the project, highlighting that MSRTC’s bus depots would undergo fast-tracked development across districts, talukas, and rural areas. The government is set to release approximately 150 to 160 tenders for the initiative in the near future.

Architectural Vision for Bus Depot Transformation

To ensure a structured and well-planned development, renowned architect Hafeez Contractor has been tasked with designing a presentation that will outline the blueprint for the project. The government has underscored the importance of leveraging these strategically positioned land parcels, encouraging developers to consider commercial and residential projects in these locations. Sarnaik’s announcement came during his address at the National Real Estate Development Council’s NextGen Conclave 2025.

MSRTC’s Role as a Planning Authority

To streamline the execution process, MSRTC is poised to take on the role of a planning authority, with the power to sanction development plans under a single-window system. In line with this, MSRTC’s technical team will undergo capacity enhancement to efficiently manage approvals and oversee the project’s execution.

Expanding Real Estate Beyond Urban Centers

Developers have been urged to explore real estate opportunities beyond major urban hubs, with a focus on unlocking the potential of rural and semi-urban regions. Locations such as Lonavala-Khandala and Mahabaleshwar, which have been restricted by forest and no-development zones, are expected to partially benefit from new Development Control and Promotion Regulations (DCPR). These regulations will offer increased Floor Space Index (FSI), making way for enhanced development prospects.

Prolonging Lease Periods for Long-Term Investment

In an effort to make the projects more viable and attractive for developers, discussions are underway to extend the current land lease tenure from 60 years to 99 years. This shift aims to provide greater flexibility and long-term investment security for developers eyeing opportunities in these newly opened land parcels.
